DW taknking
If "Viable" means "capable of maintanking a boss kill without already having every upgrade in the instance", then yes, DW is viable. It's been done. A lot. I've DW-tanked every 25 man boss to a successful kill. If you want to know if it can be done, yes, it can.
Let's take a closer look at this "parry gib" issue. Here's some math I snipped from one of my old posts on the beta forums.
2H:
3.6: 8.3 per 30
18 instants
26~7 attacks per 30
DW:
2.6: 11.5 per 30
1.6: 18.75 per 30
18 instants
48.25 attacks per 30
15% boss parry
at 0% reduction:
4 parries for 2h
7 for DW
10% parry (5% reduction by expt):
2.7 for 2H
4.8 for DW
5% parry (10% by expt):
1 parry chance for 2h
2.5 parry chances for DW
With a boss swing of 3.0, swinging 10 times in our sample, a parry has a maximum swing reduction of 1.5s. This can be imagined as "shortening" the damage from our sample size into a shorter interval. To keep this simple-ish, we won't factor parry chance for those extra attacks allowed in our 10s sample window:
-at full 15% parry-
2H shortens sample by 6s. Parries allow up to 2 extra attacks (or 20% extra damage).
DW shortens sample by a potential 10.5s. Parries allow 3~4 extra attacks (call it 35%).
-at 10% parry-
2H shortens sample by 4s. Parries allow an extra attack (10%).
DW shortens sample by 7.2s. Parries allow 2 extra attacks (20%).
-at 5% -
2h shortens sample by 1.5. Parries allow no extra attacks in our 30s window (rolling samples allow 5% as aggregate).
DW shortens sample by 3.75 seconds. Parries allow one extra attack in our 30s window (10% extra white damage).
Now, let's look at the same setup, but with DW using 2x 2.6 weapons (i.e. DW Broken Promise):
2H:
3.6: 8.3 per 30

2.6: 11.5 per 30

2h shortens sample by 1.5. Parries allow no extra attacks in our 30s window (rolling samples allow 5% as aggregate).
DW shortens sample by 3 seconds. Parries could POTENTIALLY allow one extra attack in our 30s window.
Now to really spice things up....
Warrior with a 1.6
White: 18.75 attacks per 30
Special: 20 attacks per 30
~39 attacks per 30 seconds.
You can already see where this is going, can't you?
A warrior with a 1.6 weapon is doing 2 less attacks per 30 than the DK. With any expertise at all (10% boss parry), the difference in parry opportunity between the Warrior and the DW DK is negligable.
ohhh but wait...
Icy Touch, Howling Blast, Frost Strike, Death Coil, Blood Boil, Pestilence, CoI, etc, aren't parryable to begin with. Many of the DK instant attacks won't be parryable.
Oooh, it gets better...
The whole point of going DW Frost, from a tank perspective, is Rune Strikes. RS's cannot be dodged, parried, or blocked.
Let's adjust our stats accordingly. Let's assume that two abilities per DK rotation will be of the unparryable variety (a more than reasonable assumption for Frost), and that they will be able to use 3 Rune Strikes per rotation (also more than reasonable).
DW DK:
Rune Strike only effects Main Hand, so...
2.6: 2.5 per 30
2.6: 11.5 per 30
14 parryable white attacks
12 parryable instants
26 parryable attacks per 30
Warrior with a 1.6
Heroic Strike doesn't prevent parries, so white is unchanged.
White: 18.75 attacks per 30
Demo Shout and Thunderclap can't be parried, and each have a duration of 30 seconds. That knocks off 2 parryable attacks from our sample.
Special: 18 parryable attacks per 30
~37 parryable attacks per 30 seconds.
15% boss parry
DW-DK: 4 parry opportunities
Warrior: 5.5 parry opportunities
10% parry (5% reduction by expt):
DW-DK: 2.6 parry opportunities
Warrior: 3.7 parry opportunities
5% parry (10% by expt):
DW-DK: 1 parry opportunity
Warrior: 1.9 parry opportunities.
-at full 15% parry-
DW-DK shortens sample by 6s. Parries allow up to 2 extra attacks.
Warrior shortens sample by a potential 8s. Parries allow 2 extra attacks with a potential 2s rollover.
-at 10% parry-
DW-DK shortens sample by 4s. Parries allow an extra attack (10%).
Warrior shortens sample by 5.5s. Parries allow 1 extra attack (with a 2.5s rollover).
-at 5% -
DW-DK shortens sample by 1.5. Parries allow no extra attacks in our 30s window.
Warrior shortens sample by 2.85 seconds. Parries could POTENTIALLY allow one extra attack in our 30s window (0.15 s is well within the range of error for server activity).
Conclusion
Does dual-wield below the expertise cap create more incoming damage from parries than 2h? Yes.
Is that still less parry opportunities than a Warrior generates? Yes.
In either/all cases, does this extra damage equate to the "ZOMG INSTAGIB PARRYTHRASH" generally stated or implied in these arguments? No, not even close.
