Regioan Setting zmieniasz w panelu sterowania. Innymi slowy jak masz polski to chyba sa to ustawienia Regionalne. Zmieniasz podstawowy jezyk windowsa.

Instructions for 1st link.
1) Go to your Chinese Aion Folder (default loc: C:\Program Files (x86)\Ê¢´óÍøÂç\ÓÀºãÖ®Ëþ)
2) Then find the L10N Folder, open it
3) Copy the CHS folder in the same directory, and name it ENU
4) Place the Downloaded English Language file, in the folder L10N
5) Make sure your Windows Regional Language Setting are not Chinese but in USA
-Apprently the English conversion isn't working for everybody, I'm not sure why, I did read it might becasue you don't have East Asian Language Pack installed (not sure that matters tbh)
-If you don't have East Asian languages installed, you will see []s (boxes) instead of characters:
