The English servers will be available to anyone, including Spanish players. Unless you are a resident of the UK you will be paying your monthly subscription fees in Euro though.
UK residents paying less for the same service may seem unjust to other Europeans. However, things are not as clear-cut as they may seem. For instance, there is the competition; WoW has lower prices in the UK, too. Introducing WAR to the UK market at a substantially higher price than they're used to pay for an AAA MMO title could be very costly.
There are other aspects to take into account. Take difference in income. Here in Ireland for instance, the economy has been booming for some time. As a result, wages are high, as are costs of living. So for an average Irish consumer, a monthly €12.99 isn't all that much. This is in stark contrast to, say, our Estonian players. They pay the same monthly fees, but for them, €12.99 is worth more due to their lower wages and lower costs of living.
The reality of economic justice and equal treatment is that there is never a magic solution which is satisfying to everyone involved. One have to choose from which perspective to see and address each issue. So choosing one perspective (such as setting a flat-rate cost for all Europeans) create another injustice. Pricing is a puzzle to which no solution are possible, only compromises.
