In the hotkeys setup you can use a line command.

For example, I have "Grasp of Thorns" and I have raised it to lvl 5, but I want to give it a greater accuracy(At least it is supposed to be more accurate) so I decide to undercast it at lvl 3 in hopes of improving it's accurracy. I would create a hotkey that is.
/usepower "Grasp of Thorns" 3

And I assign this key to 1.
Now when I press 1 I cast Grasp of Thorns at lvl 3.
