We apologise for the misunderstanding in our previous post. It is now quite clear that any slow down of the login server is unrelated to this issue. The problem is currently under investigation by our Network team, but at this time we do not have any detailled information on the exact nature of the problem.
Tamashii has posted a possible work around solution for players on a dynamic IP which may enable you to login until our network team have been able to identify and resolve this issue:

After reading thru all these posts, I came to the conclusion that..
1) The tracert will always stop there (see last blue post)
2) The people who can/can't connect seem to be picked randomly
I tried all suggested fixes, until an other came to my mind
If you are not on a fixed IP, try and reconnect (either you dial-up connection or disconnect/reconnect on your router interface)
Make sure you get a DIFFERENT IP than you had before.
When you got a new IP, try and log on to WoW again.
If it doesn't work, just try it again.
For me, it fixed the problem.
I don't remember the first 2 IPs I had when I tried, the 3rd was *.*.*.241, which didn't work, the 4th (which I have now) is *.*.*.89 (all the *s being still the same), and I can connect.
