The dynamic located siege areas are still "open world", but temporary disclosed to access them for anyone who didnt list up during the siege time. Technically player outside the siegegroup can even still watch what happens inside the area as long as they dont enter the area itself. Also everything what happens in the area still is part of the persistend "open world" and all results remain existing in the open world even after the siege is over.
They are not instanced. Instanced means a separated and a (usually) temporary or persitent copy of the map is created which can exist next to others at the same time, but no one can move into them as they are not conected to the same world. No one can look into them for same reasons from other instanced or the persistent world. In almost all dungeon or battle instances nothing that happens inside the instance will remain once its "over". Usually they do not even have the slightest effects on the persistent open world.
